Civic space scenarios and risk mitigation in Libya

This paper highlights how international donors international donors who partner with Libyan CSOs can help protect and expand civic space in Libya.

This paper presents findings and recommendations from research led by PCi and funded by the Foreign and Commonwealth Development Office (FCDO). The research aimed to identify key risks and threats to Libyan CSOs and to develop a risk mitigation framework to help them operate safely in the Libyan civic space.

The paper highlights how the FCDO can support Libyan CSOs to operate and overcome some of the barriers they face, while also helping international organisations and missions to support their Libyan civil society partners in overcoming these challenges.

The research is based on interviews with 67 Libyan CSOs from across the south, east and west of the country. The research targeted CSOs with different mandates ranging from community development and human rights, to peacebuilding and women’s and youth’s empowerment.

The paper looks at a framework of four different scenarios, using a model proposed by the FCDO (see p. 4 of the paper). For each of these four scenarios, PCi developed a scenario description which details the risks posed to CSOs and the regional differences they face in the east, south and west of Libya, as well as some gender considerations.

Finally, the study makes recommendations for the FCDO and other international donors who partner with Libyan civil society organisations on how to help protect and expand civic space in Libya.
